We are seeking a Contracts Manager to provide oversight and management of the full lifecycle of contracts between our company and government entities, vendors, and subcontractors in order to ensure that contracts are compliant with all applicable regulations, delivered on time, and profitable . This position is on-site at our headquarters in Springfield, VA.

So, what will the Contracts Manager at Terrestris do?

As the Contracts Manager, you will be responsible for managing, negotiating, and administering contracts with federal, state, and local government agencies as well as vendors and subcontractors. This role requires a strong understanding of government procurement regulations (e.g., FAR, DFARS) and the ability to align contract management processes with financial and accounting requirements. The ideal candidate will bridge contracts administration and accounting functions to ensure compliance, accuracy, and fiscal responsibility.

What does a typical day look like for the Contracts  Manager?

You will:

  • Manage cradle-to-grave contract lifecycle for government contracts, including proposal development, negotiation, award, execution, modifications, and closeout.
  • Develop and administer subcontractor agreements, ensuring alignment with prime contract requirements and risk mitigation standards.
  • Serve as primary liaison between the company, subcontractors, and vendors on contractual matters, resolving issues and ensuring timely performance.
  • Review vendor and subcontractor proposals for accuracy, pricing, compliance, and risk, providing guidance during the bidding and selection process.
  • Monitor subcontractor deliverables, schedules, and budgets to ensure alignment with contract terms and program goals.
  • Ensure full compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable guidelines.
  • Coordinate with accounting and finance teams to track contract funding, billing, revenue recognition, and cost allocations.
  • Prepare and review cost proposals, including pricing, indirect rates, and cost narratives.
  • Maintain contract files and documentation in accordance with audit and compliance standards.
  • Serve as a liaison with internal departments (e.g., legal, compliance, finance) and external government agencies.
  • Monitor and report on contract performance, funding status, and potential risks or issues.
  • Lead or assist in DCAA audits, incurred cost submissions, and financial compliance reviews.
  • Interpret and communicate contractual terms and requirements to project teams and senior leadership.
  • Review subcontractor agreements and ensure flow-down of applicable clauses.

What qualifications do you look for?

You might be the contracting professional we're looking for if you have:

  • The ability to work in the U.S. permanently without sponsorship.
  • A Bachelor's degree in Business Administration, or a related field.
  • A minimum of five (5) years of experience in government contract management.
  • Strong knowledge of FAR, DFARS, and other federal procurement regulations.
  • Demonstrated experience with cost-reimbursable, fixed-price, and time-and-materials contracts.
  • Proficiency in accounting principles and financial reporting for government contracts.
  • Familiarity with DCAA standards and indirect rate structures.
  • Excellent analytical, organizational, and communication skills.

We are extra impressed by folks with:

  • CPA, CMA, or NCMA certification (e.g., CPCM, CFCM).
  • Experience with ERP systems (e.g., Deltek Costpoint, Unanet, Oracle).
  • Experience with small business or 8(a) program requirements.
